Vehicle Keeper Marking (VKM) Register

This Register of unique vehicle keeper codes (acronyms), jointly managed with the European Railway Agency (ERA), is active as of July 2007. Updates will be made on the first Wednesday of every month. An explanatory introduction is available, together with an Application Guide, including an application form. A list of competent national authorities is available by this link. 

 

 

We are happy to inform you that as of November 2010 ERA have resumed cooperation with OTIF concerning the VKM register. Therefore, it will again be ensured that no doubles of VKM acronyms will occur.  The cooperation was without notice suspended by ERA as of May 2010.

 

 

The OTIF register that you may download from this page is still complete – covering all 46 OTIF Member States !

 

 

Certification of Entities in Charge of Maintenance (ECM)

According to ATMF Article 15 § 2 an ECM responsible for the maintenance of freight wagons must be in possession of a valid ECM certificate.  Certification of other ECMs is voluntary (at present). Using this link, you can access a list of ECM certificates issued to ECMs which have their place of business in an OTIF Contracting State, and a list of certification bodies accredited in the OTIF Contracting States.

 

 

Rolling Stock Register

According to Article 13 of COTIF 1999, Appendix G (ATMF), a data bank concerning railway vehicles admitted to circulation in international traffic will be established and updated under the responsibility of the Organisation.

 

 

 

EU - National Vehicle Registers (NVR)

The OTIF Secretariat has actively participated in the work of the Working Party (WP) set up by the European Railway Agency (ERA) to draft the specifications of the National Vehicle Registers to be established in the EU Member States. The WP completed its work by the end of June 2006 and the final report (English only) was sent to the European Commission on 28.7.2006 as an appendix to ERA's recommendation.

 

 

Annex P – vehicle identification

This is an Annex to the TSI OPE CR, which is the European Union technical specification for interoperability relating to the Traffic Operation and Management subsystem of the trans-European conventional rail system referred to in Article 6(1) of Council Directive 2001/16/EC.

This version of Annex P is the one that has been adopted by the EU Article 21 Committee in its meeting on 24.06.2005. It exists – so far – in English only.
 
Annex P is compatible with the UIC/OSZhD Leaflets 438-1 to 4, being mandatory for the Members of these two Organisations.
