In circular A 92-03/502.2010 dated 21 April 2010 the Secretary General sent all the OTIF Member States the invitation to a workshop on “UTP Freight wagons and UTP Rolling stock – Noise” (Skopje, 26 and 27 May 2010). For the workshop the OTIF Secretariat has prepared the draft UTP Rolling Stock - Freight Wagons and the following Annexes:
- Annex A Structures and mechanical parts
- Annex F Communication, Vehicle capability to transmit information between ground and vehicle
- Annex G Environmental conditions, Humidity
- Annex J Vehicle track interaction and gauging, Bogie and running gear
- Annex O Environmental conditions, TRIV requirements
- Annex R Vehicle track interaction and gauging, Longitudinal forces
- Annex BB Structures and mechanical parts, Fixing and tail lamps
- Annex EE Structures and mechanical parts, Footsteps and handrails
- Annex FF Braking, List of approved brake components
- Annex YY Structures and mechanical parts, Strength requirements form certain types of wagon components
- Annex ZZ Structures and mechanical parts, Permissible Stress Based on Elongation Criteria
The basis for the draft UTP Rolling Stock - Freight wagons is
- TSI Rolling Stock – Freight Wagons in force which comprises the TSI Rolling Stock - Freight Wagons (Commission Decision 20006/861/EC), amended by Commission Decision 2009/107/EC and
- TSI Rolling Stock - Noise (Commission Decision 20006/66/EC); part related to freight wagons.

Three draft TSIs in consultation
In circular A 94-00/501.2009 dated 31 March 2009 the Secretary General sent the non-EC OTIF Member States the three draft Technical Specifications for Interoperability (TSI) for Conventional Rail (CR) indicated below, which OTIF has received from the European Commission for consultation. The EC OTIF Member States and sector Organisations received a copy of the circular for information. The Secretary General asked the non-EC OTIF Member States to send him their responses by 19 June 2009 at the latest.
Workshop in Zagreb, 2-5 June 2009 (Croatia)
In connection with the consultation the OTIF Secretariat organised an information workshop with the purpose of giving the non-EC OTIF Member States information on the draft TSIs above and to enable them to ask questions and receive answers from the project officers from the European Railway Agency (ERA) who have been responsible for the TSI drafts. In letter A 94-00/3.2009 dated 7 July 2009, the Secretary General sent the European Commission (with a copy to ERA and the OTIF Member States) the consolidated OTIF response to the consultation.
