Secretary General

Since the entry into force of COTIF 1999 (1.7.2006), the Central Office for International Carriage by Rail (OCTI), as the organ providing the Secretariat services of the Organisation, has been replaced by the Secretary General.

The Secretary General will be elected by the General Assembly for a period of three years.


The tasks of the Secretary General are laid down in Article 21 of COTIF. They include the following in particular:

  • Functions of Depositary
  • Representation of the Organisation externally
  • Convene the General Assembly and other organs
  • Send to Member States the decisions taken by the organs
  • Management of the staff of the Organisation.

The Secretary General may, on his own initiative, present proposals aiming to modify COTIF.

The supervisory organ for the conduct of business by the Secretary General is the Administrative Committee.
