Revision Committee

The Revision Committee is an organ in which in principle, all the Member States are represented. It is responsible for amending the Convention and its Appendices (see Articles 16, 17 and 33 § 4 COTIF 1999).

The Revision Committee is convened by the Secretary General.

On the one hand, the Revision Committee takes decisions itself on proposals to amend the Convention, provided the amendments are subject to the simplified procedure and do not have to be submitted to the General Assembly for decision. On the other, it considers proposals to amend the Convention that have to be submitted to the General Assembly for decision.

The simplified revision procedure makes it possible to bring the amendments adopted by the Revision Committee into force more quickly than is the case for the decisions of the General Assembly. Under this procedure, the decisions of the Revision Committee are final, provided one quarter of the Member States do not lodge an objection. Amendments to the Convention adopted by the Revision Committee enter into force on the first day of the twelfth month following their notification to the Member States.
