The Rail Facilitation Committee is a new organ set up on the basis of COTIF 1999 (see Articles 13, 16 and 19). Its purpose is to contribute to the removal of obstacles to the crossing of frontiers to the extent that the causes of these obstacles are within the responsibility of States (see Art. 2 § 1 (b) of COTIF 1999).
This Committee is composed, in principle, of all Member States. However, there is a quorum in the Committee when one third of the Member States are represented there.
In order to achieve its aim, the Committee will, within its competencies, give its opinion on all questions aiming to facilitate frontier crossing and recommend standards, methods, procedures and practices relating to this.
